Experience
in international development over the past decades has shown that
pursuing the right strategies and policies has allowed many countries
to achieve economic growth and socially development in spite of
their lack of natural resources, while misguided policies have brought
ruin to nations that are well endowed.
International development experience further suggests that sustained
growth and development require the contribution of the public as
well as the private sector; neither can achieve development alone.
Moreover, it has been proven that until the public sector is morally
and technically equipped to play its catalyst role in the development
process, any attempt to promote the private sector remains futile.
Given that vital role, the question one may ask is how to do
to enhance the quality and the impact of public policies. Such
a question requires a study of the processes of analysis, formulation
and implementation of government actions and an examination of
the institutional arrangements that are set up for carrying out
such processes. The role of government agencies and the manner
in which they organize themselves to discharge their functions
constitute our primary focus.
To this end, LTA’s mission is to help governments of LDCs
improve the quality of public administration systems so that the
latter can better support the formulation and implementation of
appropriate policies and the effective delivery of public services
to the citizens.
